The Union Government of India has taken a policy decision to train Civil Defence (CD), Aapda Mitra volunteers and Women SHGs at village level in Disaster Management in a meeting held on 7th & 8th April in New Delhi under the chairmanship of Union Home Minister. State Disaster Management Authority (SDMA) are taking steps to train CD & Aapda Mitra volunteers throughout the State and to bring 1% (one percent) population of the State under CD activities.
The journey of civil Defence is something new, clubbing disaster management and fire & emergency services. The present government headed by Chief Minister Shri Biplab Deb decided to expand civil defence activities throughout the state after coming to power. The decision was taken when the present Chief Secretary was working as Principal Secretary, Home (Police) department to expand “Agartala CD town” to all the 8 districts of Tripura.
Shri Kumar Alok, who had the long experience in working two vital departments of Government of India in Ministry of Home Affairs (MHA) and Cabinet Secretariat and immediately after joining as Chief Secretary ordered to expand civil defence activities in all the districts of Tripura and started reviewing civil defence, disaster management and fire & emergency services activities in real terms.
Accordingly, on 27th July 2021 all Districts of Tripura declared as “Civil Defence District”. Now all the Sub-divisions of Tripura have civil defence volunteers.
DM, South Tripura with technical support from 109 Bn BSF Bagafa completed a 13 days extensive training programme on disaster management for 50 Civil Defence Volunteers which is first time in the State in conformity with the decision of the State Government to bring 1% population in CD activities.
This collaboration took place when Shri Akhlesh Kumar Tiwari, Commandant, 109 Bn BSF attended a district level meeting with the DM & Collector, South Tripura District and offered his view to utilize Shri Pradeep Kumar an ex-NDRF Master Trainer who has returned back to his own cadre for the effective disaster management in South Tripura district.
Then the ball was rolling in the district to connect the knowledge into practice and clicked into the initiation of extensive training of 50 community young Civil Defence Volunteers. The training was agreed to be organize at 109 Bn HQ of BSF at Bagafa and accordingly the first batch of the extensive training to CD Volunteers organized during 25TH April to 7TH May 2022.
To facilitate the training, BSF wholeheartedly offered all technical and logistics support. The training infrastructure, mobilization of 5 additional disaster management trained persons, accommodation for the trainees looking at the female and male participants, transportation, fooding, exposure visits, practical and tests were provided in a professional manner.
